Summary

This proposal is meant to upgrade all currently deployed Terra pools in order to fix a low severity issue related to spread calculation.

Abstract

A whitehat from the Astroport community pointed out a low severity issue related to the spread calculation in PCL pools. This proposal is meant to upgrade all PCL pools on Terra and update the PCL code ID in the Astroport Factory contract so that this spread calculation issue is solved.
