Summary

This proposal advocates for updating the PCL code ID in the Astroport Terra factory so it matches the code ID on the Neutron factory.

Abstract

This is a maintenance proposal meant to update the PCL code ID on the Terra Astroport factory so that it matches the one on the Neutron factory. This way we ensure that PCL pools have the same interface and logic on both chains.
