Add dual incentives to the boneLuna <> LUNA pool on Astroport ($bLuna token emissions).

more detail

as a followup to adding astroport emissions to boneluna/luna pool we would like to also reward LP holders with boneluna.

As a reminder boneluna is NOT a governance token. it is auto-compounding luna, and is one side of the trading pair.

This prop will NOT alter allocation points, or affect astro emissions, it will just provide extra tokens to LP Stakers.

Is this the fees from the stable swap being paid out in bLuna

no. the bLuna/fees are generated from the LSD itself. so it is more proportionate to the amount of LUNA/TVL of the LSD, not the size of the LP.

70% of all fees generated by the BackBone Labs GraveDigger will be directed to the bLUNA/LUNA LP rewards pool here on Astroport.
