This proposal aims to move the ASTRO emissions from the previous XYK pools to the new PCL pools on Neutron and set the tokens per block

Abstract

Previously, the ASTRO incentives from the generator were distributed to the XYK pools. With the introduction of PCL, the ASTRO incentives should be distributed to the PCL pools instead
